Does a Power of Attorney Need to Be Notarized Before It Can Be Apostilled?
For a Florida Power of Attorney that is being apostilled based on a Florida notary's signature, the document must be properly notarized and contain the required notarial certificate, the notary's original signature, stamp, and seal. The Florida Department of State does not accept a photocopy in place of the properly executed original notarized document.

What If the Power of Attorney Was Notarized in Another State?
A document generally must be apostilled by the appropriate authority for the state connected to the notarization.

The Florida Department of State states that documents signed by a notary public from another state must be submitted to the competent authority for that state.

For countries that are not members of the Hague Apostille Convention, additional authentication or legalization procedures may be required instead.
